Why is there a channel shut-down just before the hour?

Deutsche Welle only has a limited number of transmitters and the changeover delay results in a short transmission shut-down.

When a transmitter is required to transmit a program to another target area, transmission has to be interrupted a few minutes before the program starts in order to carry out the necessary frequency and/or antenna adjustments. Of course, our frequency planners try to optimize transmissions so that changeover delays are kept to a minimum; due to the technical problems mentioned, they cannot always be avoided.
